City updates Mitchells Plain residents on major roadworks underway

The major road construction projects currently under way in Mitchells Plain include the road rehabilitation work along Jakes Gerwel Drive; the infrastructure construction for MyCiTi bus services on AZ Berman Drive and Stock Road, as well as the resurfacing roadworks along Morgenster Road and Westpoort Drive, which forms part the ongoing maintenance that is required.
‘ Our project managers were able to provide detailed updates on their projects yesterday and I found that residents were able to get a clearer picture on how the MyCiTi phase 2A is going to be a game changer for the metro south east region of the City.’

Jakes Gerwel Drive:
• The rehabilitation of Jakes Gerwel Drive between Highlands Drive and Weltevreden Road is currently in its Phase 3 of the rehabilitation works. Phase 2 was recently completed earlier this month.
• The required rehabilitation intervention consists of deep in-situ stabilisation of existing pavement layers followed by a new bitumen treated base and asphalt surfacing. This will improve the serviceability of the road and extend the pavement life for another 20 years.
• The nature of the rehabilitation process therefore requires the road’s work area to be closed for an extended period to allow for the insitu pavement layer works to take place as well as the necessary time for the cement stabilisation to cure for seven days, during which it may appear that no work is happening on site.
• Residents to note that this rehabilitation project is unlike other road resurfacing projects in Cape Town which is often a relatively quick procedure, to rectify surface defects and improve ridability.
• In an effort to keep the impact of the construction works on the traffic to a minimum, the project has been phased in sections allowing dedicated through movement of traffic along two lanes on each carriageway in both directions along most of the road. The City has also employed law enforcement during peak hour traffic on work days to facilitate traffic movement.
• The project completion is scheduled for November 2025 although, as with any construction work, various factors can affect and delay works such as inclement weather.
AZ Berman Drive
• The project along AZ Berman Drive is around 30% complete with the provisional finish date being December 2026.
• Lane closures, traffic switches, and detours are implemented in phases to accommodate the construction, and will continue into the foreseeable future. The City is staggers the works wherever possible to limit the impact on residents and commuters.
• Some lane switches will be effective later this month and from mid-May onwards, this will be communicated to the public however the City asks that road users please look out for the signage.
• Highlands Drive Lanes will be closed to traffic between AZ Berman Drive and the intersection of Johannes Meintjies Road/Merrydale Avenue until 9 May 2025 with the detour via Morgenster Road.
• Additional Traffic Services officials will be deployed during this period on AZ Berman. This will greatly assist to address the safety and security concerns, together with the appointed contractor's own private security to be deployed at strategic points.
Wespoort Drive and Morgenster road resurfacing:
• The section along Morgenster Road is approximately 50% complete. The provisional completion date for the resurfacing is towards the end of April 2025, provided there are no unforeseen delays.
• Sections along Wespoort Drive should commence on Wednesday, 23 April 2025, with the provisional completion being mid May 2025, subject to favourable weather conditions.
• Traffic accommodation during resurfacing works is being done in half-widths and closure of traffic lanes for this purpose is only permitted between 09h00 and 15h30. Two-way traffic is accommodated on the completed pavement layers outside these hours.
• Road marking will be repainted after resurfacing has been completed on the respective road sections.
The City understands the frustrations of the residents in Mitchells Plain and empathises with the levels of congestion currently being experienced. Tackling this kind of construction work in a comprehensive, large-scale manner means the teams can complete the projects as quickly as possible, rather than stretching out the inconvenience over many years.
